Neighborhood Street Reconstruction (NSR) Program
This directory contains the Petition Form along with an Information Sheet for the Neighborhood Street Reconstruction (NSR) Program. The Petition Form needs the signatures of the actual property owners. The minimum signature requirement is 75% of the abutting linear feet of the street to be reconstructed; there is a one-block minimum. The signatures are checked against the Harris County Appraisal District's (HCAD) Property Ownership Records.
If all requirements detailed on the NSR Information Sheet are met, the street can be accepted in the NSR Program for improvement. Once a street is accepted, it will not be removed without notification being provided to the petition organizer and the District Council Member. Successfully petitioned streets are grouped into a Neighborhood Street Reconstruction (NSR) Project based upon location and overall size. Projects are scheduled for reconstruction based upon geographic grouping, the date of the approved petition, the Pavement Maintenance and Management ratings, and proposed utility or drainage improvement work along the streets. However, due to budget constraints the project design and construction schedule may be shifted. Due to the large number of streets currently in the NSR Program and limited funds, it has taken an average of seven to ten years from our approval date of the petition to the start date of construction.
